Against Purina's Terms for purchasing Pro Plan Weight Circles?

How fair was it of Purina to have a redemption plan that few people can actually collect on? This is no different from giving your neighbor cents-off coupons for products you don't like: Purina sells the food no matter who redeems the weight circles.
