Whys everyone think Tupac so much better than biggie?

i really do not understand it either. everybody says pac was deep pac was socially conscious i personally think he was wack he belived so much of his own self serving poltical bullshit that its unreal like he has a song like changes then you listen to him saying about how hes gonna shoot the judge and DA in a different song.
