Who is this tv show character?

He's in a kids show, I'm pretty sure either Nickelodeon or Disney. He's really little, probably around 10, with sandy brown curly hair, sort of buck teeth, and a little but of a lisp. He's a "nerdy" kid and gets picked on a lot. I know this is pretty vague but it's killing me!
