Possible infected belly on peircing? what else can i do to help it?

okay so i have just gotten my belly on peirced monday febuary 8th 2010. the place was clean and i watched to make sure everything was sterilzed and clean before it was used on me, but after it was done the peircer didnt tell me anything like when to clean it, how often, or when i can change my jewlery. i have h2ocean i have been cleaning my belly on 5+ times a day with the solution and i have just recently notticed the surrounding tissue of my top peircing looks inflamed and a bit around the jewl. i have been washing the area and the hoop with anti bacterial hand soap (orange sent)- altough i am already aware that were i live the water supply is hard water making the antibacterial properties of the soap ineffective, i havebeen letting both peircing soak in a warm water/salt mix for a few minutes on top of using a q-tip and h2ocean solution multiple times a day. is what im doing going to help? if not what would? what else can i do? does it sound like its infected?
