How do I make my kitten more cuddly?

My 4 month old kitten who is just starting to play but feels uncomfortable if picked up, will only accept a backscratch or a tummy rub now and again. She's cute and I love her, but I just want her to be the sort of cat who is very comfortable with cuddling and enjoy sitting on laps and all. Is there anything I can do to incite her snuggly, cushy huggable, loving warm side. if thats possible. Thanks!
